Deputy Commander and Chief of Staff

Lieutenant Colonel Richard B. Gussenhoven assumed duties as the Deputy Commander of the U.S. Army Corps of Engineers, New York District in July 2016. The New York District is responsible for the Corps’ water resource development, navigation, and regulatory activities in northeastern New Jersey, eastern and south-central New York State, including the New York Harbor and Long Island, and parts of Vermont, Massachusetts, and Connecticut. The District is also responsible for design and construction at Army and Air Force installations in New Jersey, New York, Virginia and overseas in Greenland.

 Lieutenant Colonel Gussenhoven attended the United States Military Academy at West Point, New York where he received his commission as a Corps of Engineer Officer and Bachelor of Science degree in Mechanical Engineering (Aerospace) in May of 1994. Lieutenant Colonel Gussenhoven obtained a Master’s of Science degree in the field of Engineering Management from the Missouri University of Science and Technology in December 1998 and a Master of Science in Civil Engineer from the University of Massachusetts-Amherst in February 2004. His military education includes Engineer Officer Basic Course (EOBC), Engineer Officer Advance Course (EOAC), the Combined Arms Service and Staff School (CAS3), and resident Command and General Staff College (CGSC).

Prior to reporting to the New York District, Lieutenant Colonel Gussenhoven served as the Professor of Military Science for the City University of New York Army Reserve Officer Training Corps (ROTC) Program headquartered at the City College of New York.  His previous assignments include serving as the Professor of Military Science for the Fordham University Army ROTC Program; Engineer Plans Officer for the French Rapid Reaction Corps; Operations Officer for the 19th Engineer Battalion; Commander for Alpha Company, 864th Engineer Battalion; S3 Operations Officer, 864th Engineer Battalion; and as a Combat Engineer Platoon Leader, a Company Executive Officer, and Battalion Personnel Officer in the 40th Engineer Battalion, 1st Armored Division.  Lieutenant Colonel Gussenhoven also served as an Assistant Professor of Mathematics at the United States Military Academy at West Point, New York, where he taught calculus and mathematical modeling and served as the Assistant Director for the Center of Data Analysis and Statics.

Lieutenant Colonel Gussenhoven’s deployments include the Engineer Plans Officer for the International Security Assistance Force (ISAF) Joint Command in Kabul, Afghanistan; the Operations Officer for the 19th Engineer Battalion in Tikrit, Iraq; and Platoon Leader and Battalion Personnel Officer for the 40th Engineer Battalion, Bosnia Herzegovina. 

Lieutenant Colonel Gussenhoven’s awards include the Bronze Star Medal, Defense Meritorious Service Medal, Army Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, French National Defense Medal – Silver, and French Commemorative Medal.
