PLEASE NOTE THAT ALL FIRMS WHO WANT TO ACCESS SOLICITATIONS (PROSPECTIVE CONTRACTORS, SUBCONTRACTORS AND SUPPLIERS) WILL BE REQUIRED TO REGISTER WITH FEDERAL TECHNICAL DATA SYSTEM (FEDTEDS) AND CENTRAL CONTRACTOR REGISTRATION (CCR).
Effective 31 January 2006, new procedures being implemented for the U.S. Army Corps of Engineers (USACE) will require all prospective contractors, subcontractors and suppliers to register in CCR and FedTeDS in order to view or download solicitations. Electronic Bid Solicitations (EBS) system will no longer be used to post new solicitations. The new system, called Federal Technical Data System (FedTeDS), https://fedteds.gov/ , is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors, subcontractors and suppliers must be registered in FedTeDS before downloading solicitation information. You are urged to read the FAQs posted on the FedTeDS website to better understand this new process. Synposes will be posted in FedBizOpps. Plans and specifications will be available on FedTeDS only.
Effective immediately, New York District Contracting Office will no longer provide Compact Discs (CD) for any solicitation or any subsequent amendment(s). It will be the responsibility of all prospective contractors, subcontractors and suppliers to obtain a copy of solicitations and/or any amendment(s) that may be issued from the New York District Contracting Office web site.
Please note that you must to be registered in Central Contractor Registration (CCR) http://www.ccr.gov/ , before you can register with FedTeDS. Please contact the CCR Helpdesk at 888-227-2423.
Registration instructions for FedTeDS are accessed through the FedTeDS website, https://fedteds.gov/ . Click on the "Register with FedTeDS" hyperlink. Interested firms should select the "Begin Vendor/Contractor Registration Process" option. The information listed below is required to register in FedTeDS:
1. Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN)
2. DUNS Number or CAGE Code
3. Telephone Number
4. E-Mail Address
The process to download information from FedTeds is:
1. Find solicitation announcement in FedBizOpps (www.fedbizopps.gov).
2. Open the announcement on FedBizOpps. There will be a link to the Solicitation on FedTeds in the remarks section. Click on the link.
3. If you are a first time user, you must register. If already registered, log in and open the solicitation.
4. Once you have the solicitation open, begin downloading the various files to your computer.

Beginning January 1, 2005, the Federal Acquisition Regulation (FAR) will require the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at https://orca.bpn.gov/login.aspx .
In addition, rather than receiving and reviewing paper submissions, government contracting officials can access ORCA and review your information online as a part of the proposal evaluation process. You will no longer have to submit representations and certifications completed in ORCA with each offer. Instead, a solicitation will contain a single provision that will allow you to either certify that all of your representations and certifications in ORCA are current, complete and accurate as of the date of your signature, or list any changes.
