PUBLIC NOTICE FOR START OF FIRST FIVE-YEAR REVIEW FOR FORMER RARITAN ARSENAL, MIDDLESEX COUNTY, NEW JERSEY
The U.S. Army Corps of Engineers (USACE) is conducting the first Five-Year Review (FYR) for the selected remedy at the Site-Wide Groundwater and Vapor Intrusion Operable Unit (GW/VI OU) at the Former Raritan Arsenal located in Edison Township, Middlesex County, New Jersey. The FYR will be conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Oil and Hazardous Substances Pollution Contingency Plan under the Defense Environmental Restoration Program. FYRs provide an opportunity to evaluate the implementation and performance of a remedy to determine whether it remains protective of human health and the environment. Generally, reviews take place five years following the start of a CERCLA response action and are repeated every succeeding five years so long as future uses remain restricted.
In 2019, USACE began implementation of the selected remedy of monitored natural attenuation and land use controls for the Site-Wide GW/VI OU. This remedy requires sampling of
predetermined groundwater wells every five years to confirm that contaminant of concern (COC) concentrations in the groundwater are stable or declining, or remaining below preliminary remediation goals for Department of Defense related COCs. The selected remedy also requires sampling to monitor the vapor intrusion pathway at the Site. A total of 10 plumes or Areas of Concern are being monitored by USACE as part of this remedy with over 50 wells sampled.
The signature of the Decision Document on 19 June 2019 initiated the initial FYR process. The purpose of this review is to ensure the selected remedy remains protective of human health and the environment. If the review identifies issues that affect protectiveness, the FYR report will recommend improvements. USACE plans to issue the final, first FYR in June 2024.
The public is invited to provide any information regarding this site that it deems relevant to the review process. Public input should be directed to the USACE’s point of contact listed below. Upon completion of the FYR, the report will be placed in the Information Repository, and another public notice will be issued to present findings of the review.
