Notice of 30-Day Public Comment Period for 2025 Dredged Material Management Plan Update
The U.S. Army Corps of Engineers announces the start of a 30-day public comment period for 2025 Dredged Material Management Plan Update. We invite interested parties to review the report and submit written comments for consideration.
Comment Period: April 7, 2025, to May 7, 2025.
Comment period extended to May 22, 2025.

Dredged Material Management Plan (DMMP) – Port of New York & New Jersey

The New York District is responsible for maintaining the Federal navigation channels within the Port of New York and New Jersey. Maintenance of these channels via periodic dredging to authorized dimensions is critical to safeguarding commercial and recreational navigation within the port. NYD is committed to environmentally and economically sound management of maintenance dredging material as defined by applicable laws, regulations, and policies.

A Dredged Material Management Plan (DMMP) is a long-term strategic plan for the placement of material to be dredged from Federal, State and local [new and existing] channels. A DMMP ensures that there is adequate placement capacity to properly manage dredged material in an environmentally and economically acceptable manner. The DMMP Implementation Report (IR) for the Port of New York and New Jersey was published in 1999. Several updates have since been made to this DMMP, with the most recent update issued in 2008. In 2022, the NYD was allocated funding to develop a subsequent Interim DMMP Update.

2025 DMMP Update (2025-2029)- Port of New York and New Jersey

Given the prevailing uncertainty in the remaining capacity of the Historic Area Remediation Site (HARS) and the anticipated construction of the Harbor Deepening Channel Improvements (HDCI) project (an ongoing, separate effort), the NYD is developing an Interim DMMP Update to ensure adequate near-term placement capacity exists for current and anticipated near-term dredged material placement needs (2025-2029). A separate DMMP is expected to be prepared for the HDCI project prior to construction.  In addition to evaluating the near-term placement capacity, this Interim DMMP Update will re-evaluate the Federal Standard (modified pursuant to Section 125 of WRDA 2020; 33 U.S.C. § 2326g) and identify additional beneficial use opportunities for dredged material.  
 

Public Information Sessions and Feedback (Scoping)

The public feedback for the scoping period was completed on June 24, 2024.
 
USACE-NYD has hosted four public information sessions and one industry outreach event.
 

Upcoming Public Information Sessions

To support the public’s review and understanding of 2025 Dredged Material Management Plan Update, we will host four public information sessions. These sessions will provide an overview of the report and offer an opportunity to ask questions and learn more about how to submit comments.
