DESCRIPTION: This navigation asset is located on the southeasterly shore of Staten Island, Richmond County, NY about 13 miles by water south of the Battery, New York City; and provides for a channel, 10 feet deep, 150 feet wide, from deep water in Lower New York Bay to the entrance of the harbor in the vicinity of the present westerly end of Crooks Point, thence of same depth and width along the west side of the harbor. Length of the channel is approximately 1.9 miles. An anchorage area, 8 feet deep covers 138 acres inside the harbor.
AUTHORIZATION: Rivers and Harbors Act of 1927 (P.L. 69-560), modified in 1938 (P.L. 75-685).
COMMERCE: This asset serves as a Harbor of Refuge during severe storms, and supports a U.S. National Parks Service marina concession. The harbor also supports recreational boating, including six commercial marinas serving approximately 600 recreational boat slips, and one public terminal.
BACKGROUND: The channel was last maintenance dredged by the U.S. Army Corps of Engineers (USACE) in Fiscal Year (FY) 2014, when approximately 237,000 cubic yards (CY) of dredged material was removed and beneficially used at the Historic Area Remediation Site (HARS). Prior to that, the channel was maintenance dredged by USACE in FY2003, when approximately 140,000 CY of dredged sand was removed and beneficially used along Great Kills Beach shoreline.
STATUS: In FY2024, commonly performed Operations & Maintenance (O&M) work includes expected solicitation and award of a maintenance dredging contract, with dredging for this cycle anticipated to occur in the summer/fall of 2024 (See also: https://www.nan.usace.army.mil/Missions/Navigation/Operations-Maintenance-Public-Notices/). Production of an annual hydrographic channel condition survey, and publication of a controlling depth report on the District’s website (https://www.nan.usace.army.mil/Missions/Navigation/Controlling-Depth-Reports/) is also scheduled for FY2024.
