FACT SHEET-Inspection of Completed Works, NY

DESCRIPTION:  The Inspection of Completed Works (ICW) Program is an Operations and Maintenance (O&M) Program that provides for Corps of Engineers inspections of Flood Risk Management Projects (FRMP) and Coastal Storm Risk Management Projects (CSRM) that have been constructed by the Federal Government. The projects in New York have been turned over to the local public sponsor, the New York State Department of Environmental Conservation (NYSDEC) and the city, town or village, which is responsible for O&M.  Inspections are conducted jointly by engineers or technical representatives of the New York District and the local public sponsors, noting any observable deficiencies that need to be addressed in order for the project to maintain its structural integrity and design capabilities and provide flood protection to the community.

AUTHORIZATION:  The projects are authorized under separate and subsequently amended Flood Control Acts for planning, design, construction, and inspection. In addition, local sponsors are responsible for Flood Control Works’ O&M through previously executed Local Cooperation Agreements.

STATUS: The following projects were inspected in FY25 as part of the Inspection of Completed Works (ICW) program: Herkimer, Hoosick Falls, Kingston, North Ellenville, Pleasant Valley, Rosendale, and all the Coastal Storm Risk Management (CSRM) projects. The following projects are scheduled to be inspected in FY26: Oakwood Beach, Rosendale, South Amsterdam and the CSRM projects.

PROJECT COST: The annual operating budget for ICW in the State of New York is $180,000.
