DESCRIPTION: The community of Leonardo is located in Middletown Township, New Jersey, within a 21-mile stretch located between Sandy Hook and the mouth of the Raritan River. The area has historically experienced significant damage from tidal surges caused by coastal storms such as hurricanes and nor’easters, resulting in the inundation of structures between the low-lying marsh near Ware Creek and Wagner Creek. Tidal floodwaters enter the marina and creeks and quickly spread over the broad low-lying floodplain.
AUTHORIZATION: The Flood Control Act of 12 October 1962 authorized the existing Federal project as a dual purpose Beach Erosion Control and Hurricane Protection Project in accordance with House Document No. 464, 86th Congress, Second session. The current study was authorized by a resolution of the Committee on Public Works and Transportation,
U.S. House of Representatives, adopted August 1, 1990. Subsequent funding and appropriations to complete the study are authorized via the Disaster Relief Appropriations Act of 2013 P.L. 113-2.
STATUS: A Feasibility Cost Sharing Agreement (FCSA) was executed in 1999 with the New Jersey Department of Environmental Protection (NJDEP) as the non-Federal cost-sharing partner. A draft feasibility report was nearly complete when the project area was impacted by Hurricane Sandy in 2012. Due to the impacts caused by the hurricane, the current study effort was funded for completion by P.L. 113-2. An amendment to the FCSA was executed with the NJDEP in August 2013. A draft feasibility report detailing the study of potential structural and nonstructural plans was completed in March 2015. The tentatively selected plan (TSP) described in the report includes the elevation of up to 22 structures in Leonardo.
The feasibility report was completed in fall of 2016. Due to the lack of a non-federal sponsor to execute a cost shared Project Partnership Agreement with the project was terminated.
