Colonel Matthew W. Luzzatto assumed command of the U.S. Army Corps of Engineers, New York District, on June 25, 2020. He is responsible for the Corps’ water resource development, navigation, and regulatory activities in northeastern New Jersey, eastern and south-central New York State, including the New York Harbor and Long Island, as well as areas of Vermont, Massachusetts, and Connecticut. Colonel Luzzatto oversees the design and construction at U.S. Army and U.S. Air Force installations in New Jersey, New York, and Greenland. Colonel Luzzatto holds the title of Supervisor of the New York Harbor.
He previously served as Deputy Director for the Army Strategic Leader Education Program at the U.S. Army War College in Carlisle, Pa., where he facilitated executive level education for the Army’s General Officer Corps. Colonel Luzzatto also served as Executive Officer for the Assistant Secretary of the Army for Civil Works where he managed the efforts of the senior Pentagon staff responsible for the Trump Administration’s oversight and direction of U.S. Army Corps of Engineer’s $20 billion plus civil works and disaster supplemental efforts across the Nation.
From July 2015 to July 2017 he commanded the U.S. Army Corps of Engineers Charleston District, Charleston, S.C. where he oversaw the planning, coordination, and execution of an annual Military Construction and Civil Works Program valued at over $300 million. Under his command, the Charleston District completed the Project Partnership Agreement and design for the $500 million Charleston Harbor Deepening Project while simultaneously responding to the catastrophic effects of South Carolina’s “1000 year flood” in 2015 and the impacts of Hurricane Matthew in 2016.
In 2012 he served as the Chief of Host Nation Funded Construction for U.S. Forces Japan, Yokota Air Base where he managed the bilateral coordination and negotiation of $1.5 billion annually in Government of Japan construction support to U.S. Forces stationed throughout Japan.
From June 2010 to June 2012, Colonel Luzzatto served as Operations Officer for the 15th Engineer Battalion in Schweinfurt, Germany. Throughout the Battalion’s deployment to Kuwait and Afghanistan he oversaw its diverse combat and construction efforts spread across Afghanistan, Iraq, Kuwait, Jordan, and Bahrain in support of Operations New Dawn and Enduring Freedom.
Colonel Luzzatto’ s early military career began with the 864th Engineer Battalion, 555th Engineer Group, Fort Lewis Wash. where he served as a Vertical Construction Platoon Leader, Company Executive Officer, and Battalion Construction Officer. In the spring of 1999 he deployed to Kosovo.
In March 2002 he was assigned to the 41st Engineer Battalion, 10th Mountain Infantry Division (Light) where he served as Battalion Adjutant and Assistant Operations Officer during the battalion’s deployment to Afghanistan in 2003 in support of Operation Enduring Freedom. He then assumed command and redeployed his company to Fort Drum, N.Y. prior to the Battalion’s transformation into the 3rd Brigade Special Troops Battalion. In 2005 he served as a Project Engineer and Chief of Real Estate with the U.S. Army Corps of Engineers Honolulu District, Fort Shafter, Hawaii. In 2008 he deployed to Kirkuk, Iraq and served as the Deputy Area Engineer supporting Operation Iraqi Freedom.
Colonel Luzzatto received his commission as an Engineer Officer in 1997, after graduating with honors from the United States Military Academy, West Point, N.Y.
His military education includes the Engineer Officer Basic Course, Engineer Captain’s Career Course, Combined Arms and Services Staff School, Command and General Staff College, Joint Forces Staff College and the Army War College where he earned a M.S. in Strategic Operations.
His civilian education includes a B.S. in Civil Engineering from the U.S. Military Academy, West Point, N.Y. and a Master’s Degree in Construction Management from Colorado State University. He is a registered Professional Engineer with the State of Colorado, and is a certified Project Management Professional.
His military awards and decorations include the Legion of Merit Medal, the Bronze Star Medal, Defense Meritorious Service Medal, five Meritorious Service Medals, Joint Service Commendation Medal, three Army Commendation Medals, two Army Achievement Medals, Kosovo Campaign Medal, Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, Outstanding Volunteer Service Medal, NATO Kosovo Medal, Parachutist Badge, and the Sapper Tab.
Colonel Luzzatto is from Milton, Vt. He and his wife Shannon have been married nearly 23 years and have four teenage sons.
