DESCRIPTION: Description: Scotia Depot was built in 1942-43 and was commissioned as a Navy facility on March 30, 1943, located in Scotia/Glenville, New York (NY-20). It was a storage/ supply depot for naval forces along the Atlantic coast and Europe, and as a storage and distribution point for National Stockpile materials. The parcel originally consisted of approximately 337 acres. The facility mostly stored large items such as boilers, turbines and reduction gears and was the home of the Navy’s Landing Craft Maintenance and Battle Damage Program and Navy turned the facility over to the U.S. General Services Administration (GSA), who is currently addressing site conditions in accordance with the March 2010 Record of Decision (ROD) issued by the New York State Department of Environmental Conservation.
AUTHORIZATION: The U. S. GSA has provided funding to the U. S. Army Corps of Engineers (under the Interagency and International Services (IIS) program) to perform remedial investigations and implement the remedies identified in the ROD; namely, a permeable reactive barrier (PRB) to treat groundwater affected by trichloroethylene (TCE), and to mitigate the potential for vapor intrusion into buildings in the vicinity of the affected groundwater. Funding was identified in a Fiscal Year 2015 appropriation to allow for implementation of the remedies.
STATUS: Pre-design investigation fieldwork was completed in March 2013; a report of findings was issued in July 2013, which included fieldwork results, and design criteria recommendations. Final designs and remedial action work plans have been completed for installation of remedies i.e., the PRB and vapor intrusion mitigation systems); the remedies were installed in 2016. Post-remedial monitoring is being conducted in accordance with the Site Management Plan.
