The applicant, Greenpoint Landing Developers LLC, has requested Department of the Army

authorization for pier construction, outfall construction and fill activities in East River, Borough of

Brooklyn, Kings County, New York.

The regulated work would involve: The installation of three (3) new outfalls: one (1) on Freeman

Street and two (2) on Green Street with 14 cubic yards (CY) of associated fill below Spring High

Water (SHW) and construction of a 44-foot-wide by 488-foot-long fixed pier to replace the Green

Street Pier. A rip-rap revetment will be constructed beginning at Eagle Street south to halfway

between Green Street and Huron Street with 347 CY of rip rap being placed below SHW over

approximately 7,000 square feet (SF).

A new ferry terminal will be constructed approximately 250 feet north of the NYCDEP pier to

provide an additional East River Ferry access point for the adjacent areas. The ferry terminal

will consist of a 35-foot-wide by 75-foot-long barge, and an 8-foot-wide by 45-foot-long

gangway. The gangway will extend from a queuing area with two platforms to provide a

transition from the upland elevation to the floating barge. The lower platform is 15-feet-long by

10-feet-wide, and the upper platform is 17 feet long by 10 feet wide (170 square feet).

Connecting the two landings will be a 48-foot-long by 10-foot-wide fixed ramp. The queuing area

will be a fixed structure constructed on ten (10) 12-inch diameter steel pipe piles: four piles will

be placed under each of the platforms, with two piles at the mid- span of the ramp. In total, the

ferry landing will cover approximately 3,785 square feet of open water.

The stated purpose of this project is to provide means of public access to New York City’s waterfront

and stabilize the shoreline to increase protection against future flooding and erosion.
