    The proposed dredging is described in the plans entitled “Kearny Substation Reconstruction Design”, dated February 7, 2025. The purpose of the project is (1) enhance the resiliency of the electricity supply to NJT and Amtrak infrastructure which serves key commuter rail and intercity passenger rail markets in the New York and New Jersey metropolitan region, (2) to minimize public transportation service disruptions, and (3) to facilitate emergency transportation. The need for the project is based, in part, on the vulnerability of the existing centralized power distribution system’s commercial electric power grid that serves Amtrak’s NEC intercity passenger and NJT’s commuter rail service. The region’s public transportation infrastructure is vulnerable to power outages if the power feed is compromised, such as during severe weather events.
