DESCRIPTION: Historically, coastal storms have severely impacted the Atlantic Coast of New Jersey. In response to these storms, the U.S. Army Corps of Engineers has implemented measures such as beach renourishment, construction of groins, jetties, etc. as part of the existing Sandy Hook to Barnegat Inlet Beach Erosion Control Project. The existing project provides coastal storm risk management for the highly populated communities and infrastructure along the Atlantic coastline in Monmouth County and Ocean County, NJ. While the project performs as designed, there are opportunities for improvement. The purpose of this study is to investigate and determine if there is a technically feasible, environmentally acceptable, and economically justifiable recommendation for federal participation to improve the existing project. The study was initiated in October 2022 in partnership with the non-federal sponsor, the New Jersey Department of Environmental Protection (NJDEP). The study is funded at 100% federal expense by the 2022 Disaster Relief Supplemental Appropriations Act (DRSAA).
AUTHORIZATION: River and Harbor Act of July 3, 1958, in accordance with House Document No.332, 85th Congress, second session, as modified by Section 854 of the Water Resources Development Act of 1986 (PL99-662) and further modified by Section 4 of the Water Resources Development Act of 1988 (PL100-676) and Section 102 (r) of the Water Resources Development Act of 1992 (PL102-580). This study is being conducted in accordance with Section 216 of the Rivers and Harbors Act of 1970 (33 USC 549a).
November 2025 UPDATE
The U.S. Army Corps of Engineers (USACE), New York District is formally extending the comment period for the Draft Integrated General Reevaluation Report and Environmental Assessment (Draft Report), for the Sandy Hook to Barnegat Inlet, Sea Bright to Manasquan, New Jersey Coastal Storm Risk Management General Reevaluation Study. The comment period has been extended 30 days, now ending December 23, 2025. Public information meetings will be held on December 8, 2025. These sessions will be held virtually. Meeting times and call-in information will be posted on this page at a later date. The Draft Integrated General Reevaluation Report and Environmental Assessment details a plan to better manage coastal storm risk in the study area. The Draft Report can be found on the left side of this webpage.
The release of the Draft Report opens a public comment period starting on October 24, 2025, and ending December 23, 2025. Comments can be submitted via email, letter, or in person to:
